Monroe County Public Library (MCPL) serves the residents of Bloomington (pop. 69,000) and Monroe County (pop. 121,400) in scenic south-central Indiana close to state parks, the Hoosier National Forest, and Indiana’s largest lake. Bloomington is home to the main campus of Indiana University and to a rapidly growing Ivy Tech Community College. The Main Library is part of the City of Bloomington’s Entertainment and Arts District, created to nurture a dynamic arts community and cultural tourism. A showpiece of the district is the annual Lotus World Music and Arts Festival.

The library’s primary service outlets are its Main Library, Ellettsville Branch, Bookmobile and Outreach Van. The current operating budget is $6.6 million ($56 per capita expenditure) with $1 million allocated for new materials.  Additionally, the MCPL Foundation contributes nearly $100,000 annually for programs, staff travel, training, and other special events and projects. The library takes pride in maintaining its technological infrastructure and has just recently migrated to the Polaris Integrated Library System. In process this year are a remodeling project at the Main Library and a new Strategic Plan.

MCPL is highly valued by the community and heavily used, with an annual circulation of over 2 million and annual visits of over 1 million. JOB DESCRIPTION AND SPECIFICATIONS

JOB TITLE: Collection Services Manager

TERM OF EMPLOYMENT: Regular, Full-Time, Exempt
RATE: $42,326 - $47,726
RESPONSIBLE TO: Library Associate Director
SCHEDULE: flexible; evenings and weekends required

GENERAL SUMMARY:
Manages the operations of the Collection Services department.  Coordinates acquisitions of library materials, centralized collection development, cataloging of materials, deselection of materials, and other collection maintenance tasks.  

DUTIES AND RESPONSIBILITIES:

  1. Supervises and monitors the activities, schedules and workflow of departmental staff. (E)
  2. Maintains responsibility for the accuracy and efficiency of the library’s online catalog, as well as MCPL’s data on the national databases.  (E) 
  3. Assists catalogers with cataloging and catalog maintenance. (E)
  4. Supervises the selection and acquisitions of materials for the library’s collection, including collection development, selection of vendors, and the ordering of print and non-print materials.  (E)
  5. Develops, recommends, implements and administers department policies, procedures and guidelines. (E)
  6. Participates in the interview and selection of new employees.  Trains and provides development for staff.  Regularly evaluates staff job performances. (E) 
  7. Evaluates the department’s direction for efficient and effective operation; stays abreast of new technologies and products that could optimize the department’s services and operations. (E)
  8. Participates in long-range planning and the development of library-wide policies and procedures.  (E)
  9. Performs various administrative duties, including conducting regular department meetings, serving on special committees, compiling statistics and generating reports for Library Board and administrators as necessary. (E)
  10. Conducts research on collection services to obtain the most cost effective and valuable services for Library needs and monitors vendor’s compliance with contract specifications. (E)
  11. Responsible for two way communication of library issues, sharing information with department’s staff and providing staff feedback to administration.    Assumes responsibility for department’s internal website. (E)
  12. Attends professional conferences and workshops; reads pertinent professional journals to stay on top of library trends, developments and new technology.
  13. Performs other functions as assigned to position to ensure effective and smooth continuity of Library operations.

MINIMUM QUALIFICATIONS:

  1. Master’s degree in Library Science (MLS) from an ALA accredited college or university.
  2. Five years of related professional experience, including two years of managerial experience.
  3. Extensive knowledge of computerized catalog systems.
  4. Extensive knowledge of national cataloging rules and standards.
  5. General knowledge of reference processes, materials and research methods.
  6. Strong interpersonal skills for supervising other employees and interacting with other staff, patrons and outside contacts .
  7. Strong analytical, problem-solving and conflict resolution skills.
  8. Solid managerial and leadership skills.
  9. Solid organizational and time management skills.
  10. Strong listening, verbal and written communication skills.
  11. Demonstrated judgment and decision-making ability.
  12. Ability to multitask in a high-pressure environment

SUPERVISION RECEIVED:
General supervision only; has a wide choice in selection, development and coordination of methods, working within a broad framework of general policies.

SUPERVISION EXCERCISED:
Supervision of Collection Services department staff includes hiring, training, assigning work, maintaining responsibility for their work, and handling complaints and suggestions.  Evaluates performance of and, when necessary, disciplines and discharges assigned staff.
